What's involved

When you join our Supported Employment Program, you will be offered open employment and have a 1:1 participation with a Support Worker, who will be assisting you in completing your admin tasks. You will also receive additional support from Students completing placement.

We advise a minimum 6-hour work participation with a 1:1 worker assistance onsite.

What is a Supported Employment Program and Employment Development Support?

Providing job opportunities to participants with paid open employment in an office environment, supported 1:1. Employment Development support is separate from the participant's paid work support time. It is dedicated, individual 1:1 support time, delivered face-to-face with the participant, focused on their broader employment development, not a continuation of support during the participant’s paid work times. It is broken into four 15-minute components, each focused on a different part of building and maintaining a participant's employment outcomes:

What is a Program of Support?

Programs of Support can relate to any group-based support:

• in the Assistance with Social, Economic and Community Participation Support Category, including group-based supports and Supports in Employment;

• in any Capacity Building Support Category.

They are arrangements between a participant and provider that must include the length of the program, exit rules and intended outcomes.

Programs of Support encourage providers to offer group activities designed around and based on a participant’s goals and aspirations. It also gives more certainty for providers offering group-based supports.

How does the program work?
Our program combines Supported Employment opportunities with Group & Community activities to provide participants with a holistic experience that promotes employment skills, social connection, and personal development.
 
Participants will be offered open employment opportunities and may receive 1:1 support from a Support Worker to assist with workplace and administrative tasks. Additional support may also be available through students completing their placement.
 
As part of our integrated program, participants are encouraged to participate in Group & Community activities, which are designed to complement their employment journey by building confidence, independence, and social skills. Participants can choose the activities that align with their interests, goals, and support needs and may access support on a 1:1 or 1:2 basis where appropriate.
 
Participation in any activity remains participant-led, and supports will be tailored in accordance with each participant's NDIS goals, preferences, and right to choice and control.
Why’s Employment Development Support being introduced?

Two things are driving this change for us:

1. NDIS quarterly progress reporting: the NDIS now requires providers to formally track and submit each participant's progress every quarter. This requires dedicated, consistent time with each participant per shift to discuss, plan and develop, not just observation and on the job support during the shift. 2.Focused, individual attention: real progress toward employment goals, building towards work task independence, engaging care team members including coordinators, families and any other services to assist with improving employment outcomes, reviewing what's working, placing focused time with each participant.

This hour ensures that time is consistently available, rather than being squeezed in around shift duties. This includes individual work our Support Workers must also do with and for each participant.

Why is there an additional hour?

The extra support hour isn't part of the participants paid work support shift; it happens after they finish work. It's dedicated time the support worker spends with the participant, covering updating their goal tracking, job customisation, communication coaching, and planning and reviewing their progress.

Is this support hour part of their paid work time?

No. This support hour happens after their paid work finishes. It's separate from the 1:1 support they receive while they are working and is focused on their broader employment development — goal tracking, skill-building, and planning their progress.

Why is the time spent the same length every shift?

The four areas reflect the consistent building blocks of employment support, agreed as part of individual service agreements based on participant goals and support needs. The Support Worker assists with each of these areas; some elements, such as job customisation, are led by the employer with their Support Worker assisting and coordinating. The specific focus within each 15-minute block will vary shift to shift based on what's actually relevant to participant at the time.

Can we choose not have this support included?

This support is included as a standard part of our Supported Employment Program and will be reflected in participant’s roster-of-care quotes and service agreements. It's built around what most participants need to make consistent progress toward their employment goals, while remaining responsive to your individual circumstances. It's also a core part of how we deliver effective, NDIS-compliant Supported Employment support and meet the NDIS's quarterly progress reporting requirements. If you have questions or concerns about how it applies to your specific plan or goals, we encourage you to raise this with your support coordinator or our team directly.

Is this compliant with NDIS support claiming rules?

Each component is designed to reflect genuine, individually relevant direct support for that participant in that shift, the support worker assists with other tasks needed apart from on-the-job supports including overall goal discussions, employer liaison for job customisation, skill reinforcement to build independence, and progress review against the participant's plan.

This hour, delivered per shift, is direct, individual support to help participants make progress toward their employment goals. It is not claimed for the purpose of preparing reports. However, the goal tracking and other information gathered during this support builds a clear, per-shift evidence record of progress and support needs, which we then draw on to meet the NDIS's quarterly progress reporting requirements.

How does this connect to the new NDIS quarterly progress reporting requirement?

Part of this hour (goal tracking and planning/reviewing progress) is what enables us to produce accurate, evidence-based quarterly progress reports for each participant, as now required by the NDIS.

How many hours can the participant do?

The participant will complete a minimum engagement of 4-hours per week with a timeframe of either 9:00 AM-1:00 PM (morning session) or 1:00 PM-5:00 PM (afternoon session). Schedules will be discussed prior to commencement and upon availability of days. Participants may then choose Group & Community Programs, throughout the week that range from morning, afternoon and whole day sessions.

For example:

9:00 AM-12:00 PM 1:1 Supported Employment

12:00 PM-1:00 PM Employment Development Support

Total: 4 hours

 

1:00 PM-4:00 PM 1:1 Supported Employment

4:00 PM-5:00 PM Employment Development Support

Total: 4 hours

 

9:00 AM-4:00 PM on a Tuesday for the Travel and Recreational Program

Total: 7 hours

Where will the Support Worker payment come out from?

For the Supported Employment Program it will come out of their Core Support Funding- Social, Economic and Community Participation, Supports in EmploymentWeekday Daytime 04_801_0133_5_1 or Capacity Building Support categories. Permalink charges the standard NDIS rate for a Support Worker which $73.58 per hour.

Centre Capital Costs 04_599_0133_5_1 $2.71 per hour will also be added per program for any activity hosted at the centre.

Employment Development Support 04_801_0133_5_1 $73.58 per hour after every shift completed for goal tracking and progress.

Ex: $73.58 x 3 hours = $220.74 (Supports in Employment - Support Worker)

Ex: $2.71x 3 hours= $8.13 (Centre Capital Costs)

Ex: $73.58 x 1 hour = $73.58 (Employment Development Support)

Total Engagement Weekly: $302.45

 

For Group & Community Programs, it will come out of their Core Support Funding Social, Economic and Community Participation, Registration 0136 Group Activities In A Centre- 1:2 - Standard - Weekday Daytime 04_102_0136_6_1. Permalink charges the standard NDIS rate for 1:2 ratio $36.79 per hour with a minimum 3 hours of a program. Centre Capital Costs 04_599_0136_6_1 $2.71 per hour will also be added per program for any activity hosted at the centre.

Ex: $36.79 x 3 hours= $110.37 (1:2 Group Activities - Support Worker)

Ex: $2.71 x 3 hours = $8.13 (Centre Capital Costs)

Total Engagement Weekly: $118.50

How much will the participant get paid?

$33.97 per hour + 12% Superannuation + PLSA (Portable Long Service Leave) Clerks Private Sector Award 2025

Please note, for Group & Community Programs, this is not employment and participants will not be paid any wages or receive any financial incentives.

Employment Development Support is also not paid employment and participants will not be paid any wages or receive any financial incentives.

Will this affect their Centrelink Disability Pension?

Centrelink allows a participant to earn $218.00 a fortnight, before their Disability Support Pension is affected. However, if participants work more than their earnings, any income earned, their Disability Support Pension will be reduced by 50 cents for each dollar earned above $218.00 It is always advisable to speak to a Centrelink representative to gain clarity regarding Disability Support Pensions. Please also check the Services Australia website to get further information.

Permalink is unable to assist with any Centrelink related matters or queries.

Is the employment time limited?

Yes. Each participant will be provided 6 months to 12 months for this opportunity. After 6-12 months of Supported Employment completion, Permalink will review the participant’s progress and provide documentation for any plan reviews or change of circumstances. Participants may continue with their chosen Group & Community Programs, should they wish to.

Where will the participant work from and do the programs?

The participant will given opportunities to work from our Clayton South or Melbourne office. Work-from-home options are also available.

For Group & Community Programs, participants may operate from the Clayton South or Melbourne offices. Some programs require participants to attend at Bowling Alley’s, Golf Courses or Cinemas. Meet up points will be announced prior to the date of the program. Activity Based Transport charges will be added should participants need to be transported to and from programs.

How is the participant monitored for performance standards during their employment?

Quarterly employee evaluations and reviews are conducted, where participants sit down and discuss their progress. Participants are also asked what areas they are struggling with, what assistance they need and what they want to achieve in the weeks to come.

A copy of their employee evaluation and review will be sent to their Support Coordinator and/or Plan Nominee.

Are there deadlines for the participant to complete work tasks?

Yes. Each participant will be provided their daily work tasks and be supported by their 1:1 Support Worker, that will guide and assist them throughout their shift.

Do you have working from home options?

Yes. For those participants who choose to be part of the Social Media and Support Connection Department may do so. Participants must have their own laptop/computer, where software and log-ins will be installed. Unfortunately, Permalink does not offer participants a laptop or computer. Participants will then need to attend to the Clayton South Office to complete induction which is a one time 6 hours of training and be introduced to their 1:1 Support Worker.

Will there be any activity costs?

All activity costs are free of charge.

What if the participant does not enjoy the activity?

To ensure a fun-filled, meaningful and executed activity, Permalink Support Services welcomes all feedback, suggestions and ideas. This will assist in creating or amending current activities in the coming weeks or months, to align with the participants interest and goals, if necessary.

What is your cancellation policy?

Short Notice Cancellation – 7 days

“This policy typically applies to DSW supports where a participant has provided less than seven (7) days’ notice of cancellation for a support for a support, or if a participant does not show up for a scheduled support within a reasonable time or is not present at the agreed place within a reasonable time when the provider is travelling to deliver the support.

The NDIS Pricing Arrangements and Price Limits document indicates that providers can claim for a Short Notice Cancellation - 7 clear business days, in respect of that support item.

The provider was not able to find alternative billable work for the relevant worker and are required to pay the worker for the time that would have been spent providing the support.”

PB NDIS Pricing Arrangements and Price Limits 2025-2026 page 27/103 Participants who provide less than 7 days of notice for any cancellations, before the service start time will incur a fee of up to 100% of the total booked service time.

Cancellation upon staff arrival or no-show cancellations will incur a fee of 100%. No Show occurs when you are not at the program or unavailable for a scheduled support.

This is to ensure we can still provide ongoing programs for all participants, avoid ratio fee changes and pay our amazing support workers for the booking if required.

We have reviewed this policy to ensure it is in line with the NDIS guidelines on cancellations.

What qualifications do the Support Workers have?

-Certificate IV in Disability Care

-Certificate IV or Diploma in Community Services

-Certificate IV or Diploma in Mental Health

-Certificate III or IV in Individual Support

-Bachelor’s or Masters in Community Services

-Bachelor’s or Masters in Social Work

All Support Workers have a valid Police Check, First Aid & CPR Certification, Working with Children Check and the now mandatory NDIS Worker Screener.

Do you have transport options to and from your centres?

Yes. Permalink is able to provide a minimum 1-hour Transportation Shift + KM’s to and from Permalink’s Centres. 04_104_0125_6_1 Access Community Social and Recreational Activities Standard-Weekday Daytime OF $73.58 per hour + KM’s will be invoiced.

The schedule for transport shifts are as follows:

8:00 AM-9:00 AM Heading to the office only

12:00 PM-1:00 PM Heading to the office only

1:00 PM-2:00 PM Heading home only

5:00 PM-6:00 PM  Heading home only

Kindly fill out a Permalink Intake Form, along with the participants NDIS Plan and send to the below contact details.

Permalink will provide a Service Quotation based on the hours of Supported Employment and the Group & Community Program chosen, where approval is required from the Support Coordinator/ Plan Nominee.

An invitation is then sent to attend onboarding/training, where an Employee Contract and Service Agreement is created and ready for signing.
